Bernstine Demands Accountability from Stackhouse Management LLC for Rolling Valley Water Emergency

CONNOQUENESSING TOWNSHIP - Rep. Aaron Bernstine (R-Butler/Lawrence) today demanded accountability from Stackhouse Management LLC, for the water emergency at Rolling Valley Estates.

He thanked Connoquenessing Township supervisors and the Pennsylvania Department of Environmental Protection for their swift response.

“At our office’s direction, the Pennsylvania Department of Environmental Protection (DEP) Safe Drinking Water Program supervisors were on site Friday, Sept. 11, to assess the situation. A tier 1 ‘Do Not Drink’ advisory has been issued to all park customers,” said Bernstine. “The advisory follows manganese levels detected above the 10-day health advisory level for bottle-fed infants, stemming from a failure of the park’s well water system. Bottled water is being provided to residents, and those who raise concerns about water quality will be protected from any retaliatory action by the operator.”

The department has issued a Public Water Supply Permit for emergency bulk water hauling to Rolling Valley Estates.

“This is not an isolated incident,” said Bernstine. “In January, the department met with Stackhouse Management and flagged outstanding drinking-water violations at Bernie's Mobile Home Park in Winfield Township; Pine Valley Mobile Home Estates in Jackson Township; Hy-Vue in Clinton Township; Franklin Village in Franklin Township; Sandy Hill Estates in Middlesex Township; and Rolling Valley Estates. The company was ordered to submit a corrective action plan by Feb. 21. At Bernie's Mobile Home Park, residents faced high manganese, a ‘do-not-use’ order, repeated boil-water advisories, and three service disruptions since October 2025. Sandy Hill Estates still has multiple outstanding chlorine-monitoring violations and low disinfectant levels. This pattern of violations at Stackhouse Management's parks must cease.”

Under Pennsylvania’s Safe Drinking Water Act, DEP may assess civil penalties of up to $5,000 per day for each violation, and Connoquenessing Township has separately moved to enforce local penalties of up to $500 per day.

Bernstine’s office, working with the DEP, Connoquenessing Township supervisors and the Pennsylvania Office of Attorney General, is investigating compliance failures by Stackhouse Management LLC, and will ensure those enforcement tools are used if the operator fails to restore safe water and protect residents.
